Area Code overlays introduce a new area code to a geographic region that has at least one existing area code. Because more than one area code exists in the same geographic area, all calls considered local must be dialed using the area code + 7-digit phone number. In some states, it is necessary to preface these numbers with the leading one (1 + area code + 7-digit phone number).
These overlays are introduced in a phased approach, where initially, the required use of the area code is not enforced immediately.
See Mandatory 10 Digit Dialing and 988 Introduction for details.
